Step 1: Create a developer account on Google Play Store

Step 2: Access https://play.google.com/apps/publish and sign into you Google Play account.
Step 3: Click All Applications and select Create application
Step 4: Choose the store language

Step 8: Add the application icon

Step 11: In the Categorization section, select Application, Category, Content Rating for your application.
Step 12 : In the Contact Detail section, enter your website, email and phone number.
Step 13: In the Private Policy section, enter the URL of the application private policy.
Step 14: Save Draft
Step 15: Click App releases and select Manage Production
Step 16: Click Create release
Step 17: Choose OPT-OUT, and drag your .APK file or click Browse Files, select the .APK file on your computer.
Step 18: Click the Content Rating tab and check the information, click continue.
Step 19: Enter your email address and make confirmation.
Step 20: Choose the application category and its classification
Step 21: Click Save questionnaire – click Calculate rating – click Apply rating.
Step 22: Click the Pricing & Distribution tab, select Use Program, and then choose paid or unpaid distribution method.
Notes: Once you have chosen the unpaid distribution method, it won’t be able convert into the paid method.
Step 23: In the Countries section, choose Available to distribute your application in a region or worldwide.
Step 24: In the Primarily Child – Directed section, select whether it is a children application.
Step 25: In the User Program section, choose the Google Play for Education program or not joining
Step 26: In the Consent section: Choose the Android content guidelines that your application fulfills. Click Save Draft.
Step 27: Turn on push notifications for the app: click Link a sender IPD in the Services and APIs tab.
Step 28: Click Ready to publish – click manage Releases – click Edit release – click Review – click Start roll to production – click confirm.
Finally, you have finished, and Google Play is going to review and censor your application. If it is approved, you will receive an email of application classification table; if not, there will be an email notification.
